The Proposal and Contract Manager - Team Lead is responsible to drive alignment, consistency, and excellence through the CRO RFP response process which includes estimation of new projects, as well as all contractual aspects of a project lifecycle. 

In addition, they will provide management and direction to the team of proposals and contracts managers (PCMs).

The Proposal and Contract Manager - Team Lead actively participates in the application of the company’s estimation tool, maintenance, establishing accountability and identifying solutions to resolve problem.

RESPONSIBILITIES 

More specifically, the Proposal and Contract Manager - Team Lead must:

• Assign and supervise the Proposal and Contract Managers to the request for proposal (RFP) response activities in all stages, including RFP launch meetings, RFI responses and internal requests for CRO, vendor, and clinical fees
• Measure and balance the workload amongst the team
• Ensure the quality of the estimates and contracts completed by the team
• Participate in providing innovative solutions to help identify process improvements
• Collaborate with CRO departmental leaders to guarantee the quality of deliverables and meeting expected deadlines
• Maintain the estimation tool up to date and suggest improvements when necessary
• Coordinate the analysis of the opportunities based on the information received from the business development (BD) group, the synopsis, RFP documentation and in-house data. Based on analysis, ensure initial timelines, assumptions, estimates and final information necessary for completing on time the proposal response
• Responsible for the final review of the draft proposal budget, timelines and scope
• Ensure contracts are completed according to the project scope and that they comply with legal and financial requirements of the company
• Provide status to leadership on the timeliness, progress, quality, and any major issues or risks for all active assignments
• Employee may be assigned to other responsibilities that do not pertain to their former description, if they have the required experience, are qualified and/or have received adequate training

IDEAL PROFILE 

Education 

• Bachelor's degree in a relevant discipline
• Master's degree is an asset

Experience

• Minimum of 3 to 5 years successful experience in clinical research in the biotechnology, pharmaceutical, or CRO industry, including experience and excellent understanding of CRO operations and financial project management
• Experience with RFPs, RFIs, RFQs, Bid grids, etc.

Knowledge and skills

• Excellent command of English grammar, spelling, and composition as well as writing, editing, and oral communication
• Strong project management skills
• Demonstrated business analysis skills
• Strong mastery of Excel and proficiency in Word and PowerPoint applications
• Excellent organizational skills and ability to manage concurrent priorities in a fast paced and evolving environment
• Excellent interpersonal skills
• Good knowledge of good clinical practices, and applicable Health Canada and Food and Drug Administration (FDA) regulations/guidelines
