The Resource Management Lead is a key stakeholder in the organization ensuring clear communication of resourcing needs across all Operational departments. The Resourcing Manager is responsible for building and maintaining resourcing forecasts for all Operations departments on a global scale. A disciplined focus is required to ensure optimal resource levels at all times, in a highly dynamic environment of changing needs.

RESPONSIBILITIES

• Ensures consolidation of scope of work data across all international Operations so as to accurately project resourcing needs by role and by region
• Implements and innovates processes and tools for forecasting and allocation of Operational resources globally
• Works closely with the Project Managers and Functional Department Leaders to ensure a thorough understanding of both contracted project scope as well as actual project needs which may be different from the contracted levels of effort/involvement
• Participates in Project Review Meetings to identify resourcing issues and implements strategies to ensure projects are staffed appropriately
• Facilitates cross-departmental discussions to foster cooperation for the purpose of flattening out the peaks and valleys of workload distribution
• Summarizes findings in clear and succinct graphical visualizations, and establishes action plans for optimal allocation of Operational resources around the globe
• Communicates with Finance to ensure that resourcing forecasts are properly maintained and updated on at least a monthly basis
• Serves as a senior point of contact for internal stakeholders when resourcing issues must be escalated to ensure operational success
• Manages and generates recurring KPIs for senior management to inform decision-making and highlights KPIs
• Partners with Human Resources and Functional Department Leaders to identify which Operational roles are growing in need at the fastest rates, and helps to develop plans to attract and retain these staff members
• Interacts with Business Development to provide feedback on which roles are consistently being heavily burdened, so as to consider commercial strategies to optimize profits as ease operational burden
• Manages reported and observed quality issues within the department
• Participates in due diligence of resource management software and its implementation
• Collaborates on continuous improvement initiatives, development of tools, processes and training materials
• Participates in the preparation of requests for proposals for new projects, as well as Requests for Information as appropriate

IDEAL PROFILE 

Education  

• Bachelor’s degree in relevant discipline operation management or commerce
• Post-secondary qualification in business management or finance would be advantageous

Experience  

• At least 5 years of experience in in a similar industry to pharmaceutical research
• At least 3 years of experience working in pharmaceuticals, biotechnology, medical device, CROs, laboratories, etc.
• Direct knowledge of different resourcing models
• Substantial experience with Enterprise Resource Planning (ERP) software
• Strong experience in forecasting resourcing needs based on scope of work, and summarizing the predictions into actionable plans/timelines
• Proven ability in tracking and forecasting the impact of project scope changes and employee turnover on resourcing needs both at present and in the future 

Knowledge and skills 

• Adaptability to address rapidly changing environments
• Exception organizational and time-management skills
• Excellent interpersonal and communication capabilities in dealing with Operations and Business Development staff to ascertain project scope of work
• Stellar ability to visually/graphically demonstrate peaks and/or valleys in workload for the near, mid, and long-term, in a very concise and clear way
• Ability to communicate in French is an asset
